If you are the appointed PM/CM/Engineer, you have the discretion to decide whether you need a revise baseline programme. If you think that the original baseline progamme no longer reflects the sequence of works that is being done on site then you may request for a re-baseline programme, provided it still conforms with your contractual agreement.
If the delay was caused by other parties other than your contractor, then it is a different story. Your contractor may claim for extension of time (EOT),which if disputed may go to an arbitration process or eventually litigation.
Recovery schedule are usually short term programme and only shows activities or areas where they need to recover.

Recovery Planned if it is approved by the Client then yes, you can use it as New Baseline for the Remaining Schedule.

So if the contractor submit this revised schedule can we mark it as a baseline(Revised)in continuation with the orignal baseline.

A recovery schedule is required when the project is delayed. The contractor or sub-contractor needs to demonstrate in terms of programme and resources on how the contractor intends to recover the delay and get back on track. It may mean working overtime or working 2 shifts or increasing your resources (Manpower and Equipment) and have multiple gangs to improve production rates and accomplish the task in hand at a faster rate. In any case you need to demonstrate that in your programme with a narrative explaining the recovery measure you intend to implement, but first you need to find out what is causing the delay and find out the best measures to resolved it.

recovery schedule is an action plan parallel to ones contract environment which need to be visualized in a series of activities producing cpm
primavera is not a linguistic language which ones could TELLING in primavera. its a project mgmt tools and is self explanatory.
