A Call Out - or Maintenance - Contract is one in which the Client calls out the maintenace contractor or company to attend to any problem with an item of Plant or Equipment (or whatever!).
The terms of the call out can be 24/7 and payment will often (but not always) be in accordance with a previously agreed schedule of rates to be applied as and when the call-out takes place.
Call-Out Contracts are usually for a fixed duration, often 12 months, and they may include for a base or minimum fee to be paid on a monthly basis.
On a serious note it is possible that the phrase Call Out Contract refers to when the Contractor has priced a set of different works on a schedule of rates - usually maintenance or similar - to be executed as and when required over a time period say 12 to 18 months.
In the UK this is usually called Term Maintenance. The Client calls the Contractor out to do the work as and when required and the contractor gets paid in accordance with the schedule of rates.

call out = challenge
contract = formal agreement
call out contract = challenge to an agreement???
it sounds as entering to an agreement, but not sure...
