Hello Dan,
Normally, it advises you that there are actuals, but if you clic on "OK" at all the messages you have (one for each line of Actual units of this resource loaded on this activity), then the changes are taken into account.

What if you simply want to replace the resource of just one activity in progress with another.
Say youre working on a foundation or something. Joe is in charge of the forming and resteel, so you have him down as your resource. Its three days in to the project, so there are actuals existent, and he gets called away on personal matters for a month. Because he is unavailable, you want to replace Joe with Bill, but because there are actuals, you cannot do so. Does that seem like the right way to do things for scheduling software?

Dieter is quit right, the fact that MSP let you do it is not necessary is the right way.
The reason why Primavera do not allow replace resource while you already incurred actual value with an assignement simply because that will corrupted the information.
If doing so, 3 months down the track, your project manager might read that the replacement is actually start much earlier than what the replacement start date and the client will complaint that you never have this resource ..... the complication will follow...
The right way is to mark the resource inactive, close all the remaining unit to become zero and replace it with the new resource. Something have to give thought to it.

Actually I dont want to delete the specified resource. I just want to REPLACE him, retaian all his actuals and transfer all his pending task to somebody (refer to the previous posts below).

Just remember your Primavera training:
1. A resource with actuals can not be deleted due to the mismatch to your accounting system.
2. For best use of the function "replace resource A by B" use a filter "Resource = A" "AND" "Activity status" "NOT=" "completed" --> select all resources --> click on the assign resources-icon on the right of your screen --> select resource A --> select icon "Replace" --> in the new window select the new resource.
3. Change Master data of A to "not active".

Thanks for the reply. I think Primavera need some improvement on this. Im used in working with MSProj and theres an option there to replace an existing resource and transfer all his pending activities to somebody but retaining his past actuals! Is there really no way???

You could simply rename John Doe to the new resources name if they are truly taking over his role in the project. Even if the hourly rate was different you can recalc the assignment values for all the future work.

There is also a need to ensure that for all activities that are still in progress that will have this resource on them (The one that is to be replaced), you must update each and every activity assignment for that resource and complete an entry into the Actual Finish date for that assignment.
I am working on yet another bussiness rule for this subject and once complete I shall post it on the Planners & Schedulers facebook site, where there is a file share facility.

If he has actuals you can not delete him unless you remove him from the activities or delete the activities.
Mark him as in active in the Resources Workspace.
