para mi esto es extraño. Créer una linea base es creer una copia del proyecto y añadir la conneciòn entre los dos proyectos. Esta el mismo que tuya acciòn en un paso.
Proba una otra vez si esta posible créer´una linea base.
El razón el más simple esta que has perdido su conneciòn con la banca de datos.
Este error viene de Oracle. Es un error en la banca de datos. Debes transferir esta problema al departimiento systemas informaticas. No puedes hacer nada.

gracias, resolvi de de otra forma, hice una copia del proyecto y lo converti en linea base despues.
