then do not change anything in the setup and let MS Proejct calculate the % Work Complete from the % (Duration) Complete
on th eother hand, should you need to disociate actual work from actual duration, do the following:
Tools, Options, Calculation, then clear the 1st option under "Calculation options for (X) project" (sorry, I am using MSP in French), something like "Update tasks => update resources"
MSP will no longer calculate the %work complete, and you will be able to enter the value by yourself without having MSP to calculate the other side of it

A % of anything must be a number with a numerator and denominator.
There is no such thing as "% Progress", unless there is a numerator and a denominator.
% Complete measures how much of the Task Actual Duration has elapsed as a fraction of the Total Duration.
% Complete (Duration) = (Actual Duration)/(Total Duration)
Similarly,
% Work Complete = (Actual Work)/(Total Work)
Do your updates with the Tracking Gantt and the Tracking Table and the Tracking Toolbar.
Type in Actual Start, Actual Finish, Actual Duration, Remaining Duration. Do not type in % Complete because MSP will calculate this for you.
%age complete is used to update progress
