You got me wrong. I am not talking about the relationship between deliverables.
My query was even after giving ISOs for the Tracing team, we do not get how many mhrs/time is required for tracing work let alone getting a decent estimate after Layout/design.
This affects completion dates.
Normally when doing an EPCM/LSTK from the start we do have norms, but when the Project reaches a stage where Offshore Works come in piecemeals it becomes difficult to estimate.

To assign manhours for each deliverables nor CTR (Cost Time Resources based on nos of drawings, philosophy, specification and reports. if u talking bout link, of course Piping isometric will implemented after PDMS model and P&ID firmed out.
