My understanding is in this forum, Planning means scheduling (time management)
the things you listed in 1) are not the main responsibity of a scheduler, althought some time scheduler can do these things. Scheduler will work close with designer/site engineer..... to develope the schedule. Planner is not the one to make decisions for these things,but can give valuabe suggestion/analysis to support the decision maker.
what information are required vary greatly depend on the stage of the project ( conceptual design, detail design, bidding, awarded...),and what side you are working for (client, contractor, consultant...). Sometime I did schedules with only a piece of layout drawing, sometime dozens of detail construction drawing. Most of the time just try to find whatever you can find to make the schedule as realistic as possible.
