i say that i create my wbs but i forget to create the first level, and i want to insert my new first level in all activity that i make us their wbs

to define levels you could use WBS dictionary and make use of seperators to define levels you required

You can but not in Primavera. Use Activity.xls & Project.xls. It still require a bit of work but believe me worth doing this in excel.
So, suppose you have the following WBS structure
L001.L002.L003........and so on.
Now you want to have something like the following
NAME.L001.L002.L003........and so on.
First you need to re-create the WBS structure to your new requirement in P3.
Now supposing that you have Project & Activity excel files with you, you import your old WBS in Project xls and then using CONCATENATE formula in excel, add the name to your WBS. Set this new WBS dictionary to your project.
Repeat the same steps for Activity xls and replace the WBS values of each activity.
Delete the old WBS from you project and you are done.
