Also check out the Association for Project Management www.apm.org.uk they have a Planning Specific Interest Group. I know that they are ramping up their activity again and are holding a meeting in London on 28 March 2007.

The AACEi is probably the premiere planning organization there is. Their PSP (Planning & Scheduling Professional) certification was just certified by the CESB (an international certification body.) Their web address is http://www.aacei.org.

The PMI College of Scheduling is also interested in planning. Their web address is http://www.pmicos.org.

Lastly, there is a group called the Planning Engineers Organization (PEO) that is mainly the work of a single person. You can find their website at http://www.planningengineers.org.

Good luck!
