It is basically a construction project, procurement and construction only involved, no engineering in terms of design or redesign at this stage is required since it is an already designed project.
The scope involved all civil and track works; excavation, backfilling, re-routing of utilities, communication and signaling enabling works, crossing bridges, culverts, diversion roadworks, rail-crossings, tracks... the complete package in summary...

Tell me the scope of works first, then we can advice you which item will come first.

First of all you need to inform that your project is EPC, or construction only.
Then you may find the help from some one.
You need to give some detail so every come to know actually what you want.

It depends if the railway is from scratch or updating exsisting.
If from scratch logically youd go from Site Aquiring, high level design, Engineering, Design, Build , Engineer & Test.
