Mabuhay! It is not really necessary to be a QS first before being a planner. But being a QS and at the same time a planner is a big advantage as both relates each other well. Try to upgrade and enhance your knowledge with regards to planning. And am sure, you will be there...

QS is a very different profession from planner. "BUT" because both of them working in a Project enviornment, you will gain vital experience in the project aspect in planning. Of course the best is to start as a junior planner and learn from your senior.
If your only way to get into the PROJECT business is QS or Site Supervisor, Engineer; so be it, you will learn and develop your interest in the dynamic project environment.
