I assume that you do not normally provide a resource-loaded programme? If this is the case, then the clients request for a resource-loaded programme will give him the abiity to "play" with the programme in order to determine the various effects of adding or removing resources (using the same total value of hours), changing the number of working-days-per-week etc. etc. This can only be done if you have the resource loading (hours-per-activity). A simple example: If you have a 30-day activity, employing 10 people at 100% level of effort, then they can see that, mathematically, the duration of that activity could be 15 days if they employed 20 people - but this would affect the projects cash-flow profile.
If the contract has already been signed, then it is rather unfair of the client to ask for a resource-loaded programme. If he has access to this data, then he can start interfering even more than usual, by offering his very helpful "advice".
