Thanks for your response. The relation of 1.5 was a good start if I had only the reference of 9 months of Basic Engineering. I did not have TIME for talking to estimators and doing the exercise trough man-hours.
Well I got a detailed Eng of 12 month and my boss gave the factor of 3.5 for man-hours. I had the total man-hours for Basic Eng.; therefore I had the man-hours for Detailed Eng. (multiplied by 3.5)
Lastly the two estimates of duration and man-hours (both based on factors) gave me a better feeling for checking the IPC schedule (may be +/- 30% accurate, the portion of Engineering).
Building this EPC schedule, the most important for me, was the LLI procurement and Client contracting process. These two phases were based on real durations.

I tried to check my records, it holds basically applicable to projects like Gold Mining Processing Plant,etc. But, for project like access is a huge factor to conduct the geotechnical investigation which we considered to be part of the basic engineering, the factor is no longer applicable. I think the factor you have is a very good baseline to start with to derive indicative durations.
I would be willing to further establish with you this parameter depending upon the type of project.
