Guy, in my field, most planners are field hands (pipe-fitters, boilermakers, instrument fitters, etc.) who have been promoted to the planning department. Some of them are very bright chaps, but most have no formal planning, scheduling or project management background.
We assess each planners competency by how long it takes to train them... :)
Sorry, I know that is not what you were looking for. Perhaps you could draft a (multiple choice) quiz that the PP could post for members to take? Im not sure how practical this idea is though. Lots of issues to be worked out to satisfy those who might not do well.
Does the members profile info have a spot for listing professional certifications?

Thank you. Lets wait a day or two and see if the other Moderators have come across any measurement / grading for assessing Planners
If we all have drawn a blank then I will move it into the general area on Planning Planet. I have a possible framework to start moving things forward , which is what I use when interviewing potential planners. I just cant believe that nothing exists out there in the big wide world. We cant be the first surely to recognise such a need? (I have noticed a string on Planning Planet about having forum guests and the implied criticism of a contract Planner - which suggests the need for competency assessment would be a good thing)

I have not come across such a tool. However, Im sure one either exists, or could be produced, along the lines used in the self-testing "are you ready for the PMP exam" questionnaire.
Big project, if you want to start it, Im good to contribute.
