Generally,
A project control specialist work with the owner, advising the owners contractors on the delays, how to mitigate the delays and how to catch up.
The planner/scheduler worked with the contractor. They prepare the overall master planning on what will be the contractual intent of the contractor. They also prepare the details of activities: start, finish, durations. Since the plan is contractual, it is not achievable. then comes the commercial manager of the contractor and will instruct the planner/scheduler to prepare another contractual plan / schedule to claim more money from the owner.
