Hi Guys,
Planning Ehgineer = Somebody who can fullfill alll 3 functions and will ask for a trainee when the work load gets to much
Planner - Someone who can take a high level description of a project and work out the best method for achieving it.
Scheduler - Someone who can take the project plan and organize it efficiently to best achieve the project goals.
Clerk - conduit that processes data prepared by others without adding any input or modifying the content.

To answer your original question.
Planner - basically deals with strategy, contract assumptions,production rates, methodology etc. A planner is more senior than a scheduler.
Scheduler - essentially deals with timing of activities and resources.
Theres a third one which we call the trackers. In some organization they use the field engineers as trackers but it all depends on how the project manager manages the project.
Clerk - we know already.
Depending on how big the project is, planner and scheduler could be one and the same person. Sometimes the project manager is the planner then he only hires a scheduler.

Except for the clerk part, for me planning and scheduling is basically a project managers job. Since were only humans, a manager can not do everything on his own thats why he needs the services of a planner, scheduler, a clerk, a QS etc.

Software is just a tool to assist planners and schedulers in analyzing and communicating a large volume of information.
Do you use an abacus, hand-held calculator or computer to solve complex math problems? They are just tools.
That said, the right tools can make any job much, much easier. You can bang screws with a hammer, but a (drill powered) screwdriver does a much better job.

Its actually the other way round - when one is none of the three, he/she becomes a Manager!!
(Management Definition - make others work & put the blame on him/her!)
