§Project Controls Lead reporting to the PMO Project Manager responsible for leading, developing, and implementing the EVM and physical progress measurement function; and, implementing a cost trending/forecasting system and centralised reporting capability across the LNG Portfolio.
§Provided governance/performed assurance reviews of monthly EV/progress measurement and cost trending/forecasting processes and data across all projects in the LNG Portfolio.
Initially engaged in the position if Graduate Mechanical Engineer before progressing to the position of Mechanical Project Engineer. Experience was gained in a wide variety of Surface and Underground maintenance and construction projects.
I worked closely with client teams in a Project Management and Project Delivery capacity on many road, infrastructure, mining and resources, utilities, port, rail and building projects, including the following key projects:

QR National – Rocklands to Warren Rail Duplication and Signals
DEXUS – 123 Albert Street Level 4–8 Project

Prince Charles Hospital Upgrade
As Project Manager, I managed of a team of twenty direct staff and nineteen subcontractors, ensuring the successful design, planning, procurement and delivery of Stage 2A ($18 million) and Stage 2BC ($25 million) of the redevelopment and expansion of the hospital for Project Services and Queensland Health.
As part of the Contractual Services Group of a top-tier advisory firm, I have been involved in the assessment of entitlement and quantum for various contractual claims spanning CSG / LNG projects, road, rail and port infrastructure, water and power transmission networks, water treatment plants, hospitals and commercial building projects including:
- QLD Curtis LNG Downstream Project
- APLNG Upstream Project
I was seconded into the APLNG Pipeline Compression and Interconnect Facilities / Integrated Gas Facilities Commercial team principally as a delay and quantum analyst and subject matter expert in the assessment (using Primavera P6), quantification and reporting upon contractual claims (including delay, acceleration and disruption) and major variations arising on the project including bulk earthworks, civil works, underground services, structural, mechanical, pipework, electrical, instrumentation and commissioning activities.
Stephen is a University of Southern Queensland Confirmed PhD Candidate and has a research interest in organisational knowledge and lessons learned. Stephen has 35 years experience with both public and private sector organisations with a major focus on program management, governance, risk and safety management.
Engineering Cost Account Management
Designed the AP-3C operational mission simulator facility and managed the OMS project systems engineering team. Primarily responsible for all electronic warfare systems, retained aircraft systems and the development of the OMS communications sub-system. Prepared systems engineering deliverable's and design development specifications.
