Performed project controls tasks on a water/wastewater capital improvement plan that exceeded $100 million annually. Tasks included lifeycle project delivery support including fiscal year budget planning, risk and manpower analysis, project planning, cost analysis, cash flow forecasting, scheduling and reporting.

Project Controls Director - HDR Constructors, Inc.   Built a 3 person project controls group into a 16 person group recognzed in HDR as the largest single professional project controls group in the HDR.    Work included transforming project accounting systems from People Soft to Oracle's EBS, and instituting P6 scheduling as as standard on all HDR Constructor's projects

* Develop Material Estimates, and perform Utility Product Sales for public works and private sector projects including Sewer, Water, and Fire Protection infrastructures; provide and develop customer relations, meet with various stakeholders to maximize cost efficiency and value engineering. Perform detailed material take-offs using blueprints and various software programs including: Epicor Solar Eclipse, SAP Crystal Reports and Microsoft Excel.

* Perform material take-offs using Blueprints and Estimating Software, perform Project Management functions ensuring detailed material schedules are current, provide analysis and solutions for variances; prepare Cost Estimates and Sales Quotations for Government Agencies and General Contractors for Heavy Civil Pipeline and Drainage Systems, submit RFIs, Plan and Manage Procurements, Prepare Purchase Orders, Request for Quotations from manufacturers, Review Technical Specifications and Contract Doc

The connections project is a $2billion project to modernise the irrigation system in the Goulburn Murray Irrigation District in Northern Victoria.

Perry has created and is maintaining a number of schedules on this project, the largest of which is ~12,000 tasks

 Project Scheduler on Hazardous Waste Landfill Cleanup - responsible for the updating, monitoring and forecasting of the the project schedule, includig invoicing to the cleint and claim support

Project Controls Manger on Bayou dredging and restoration project. Respondsibilites included schedule development, monitoring and foreacasting, schedule of value development and client invoicing and development of interanl monthly report

Charles developed the integrated cost and schedule for the renewal, rehabilitation, and upgrade of water and wastewater network programme across South London. Established processes to ensure the integrity and the maintenance of the project information and reports.
