Planners of Planning Planet, what are the most common mistakes/oversights/errors that can be avoided at the begining of planning the prog and might prove to be consequential over the course of the time?

I am leading the planning office of my company mainly involved as EPC contractor in industrial plants and infrastructures.
After many years, I have the opportunity to purchase a database of labor productivity norms. I am trying to find a usable database (USGC or DACE for instance) or like a big excel table I mean in the market. But to now I have not found anything.
The purpose is to use a recognised system to estimate the size of a project from BoQs, and to have a shared system with other offices (proposal, engineering dpt, ...)

If I have not been told which database congfiguration to to use can I use any of the 3 offered when I log in for the first time or does it actually matter which one I use.
The three options are Oracle, MS SQL Server or Primavera compression server

Iam doing a Time impact analysis and in the Projects layout , i was copying and pasting the baseline to create more windows for analysis. After doing this and completing few windows, there was an error as shown below,
"An application event has been intercepted. Please note the event code for reference.
Event Code PPUSP-0516-B".
I understand that this is due to size constraints. Then i tried to delete some projects, but then again there is another error(another application event code UPDAT-1921-B).
When I run some reports for time distributed units, the data fields are empty. However, if I step through the reports wizard and run the report from there the data appears. Currently using R15.2 but encountered the same problem in a previous version.
The resource assignments page displays all of the data correctly so it is only in Reports that I have the problem.
As per the above subject, there's a difference in Performance % complete before and after I add & assigne a baseline.
that difference is not for all items, some items doesn't change.
I need to understand what happened.

Need Some Expertise on Engineering Planning for a Small Refinery Project Let say 1000 Equipments:
1. How many total Engineering manhours Should be Estimated based on Number of Equipments ?
2. How long the Engineering Will go to give Sufficient Fronts for Procurement & Construction ?
