What inspections would be required for "Temp Occupancy" to let teachers in school 2 wks prior to the students?

What inspections would be required for "Temp Occupancy" to let teachers in school 2 wks prior to the students?

Is there a grey area on these where they can get Temp. Inspection approvals?  - which means like "interim approval" before students would be allowed in the new school?  (I assume possibly "Substantial Completion" or at least "A Full/Final Occupancy Certificate" or whatever called would be required.

What is a good labor cost factor % to go to 10hrs/from 8 and 6 dy wk instead of 5 dy wk. = Premium time

In theory, it shouldn't be that much more because you complete the same work faster.  If you are going from 40 to 50 during the week, possibly the same resource couldn't work the Sat.  But lets assume it does.  Does this mean x 1.5 factor x 1/3 of the hours - because 40 of the 60 would be straight time leaving 1/3 of the hours x 1.5.  What do you think?  I understand we could and should look up the rates per trade etc, this is just to be an estimate against budgeted cost to accelerate.

Contractor controlled schedule items...

I often read about getting backup from contractors for schedule information.  The following varies greatly, but based on a wide swath of the AEC industry contractors largely and commonly do what they want.  A large problem on large projects is getting enough bidders, and between that and needing to work with these same people again - much of the spec requirements is in a gray area.   For example, a contractor turns in a schedule with 5 long lead items with a contratrived duration of say 3 days float.  Close enought to the critical path that any minor set back will s

How often are delay claims paid when they are on paper only? for example...

For example, on a claim where a contractor is claimng they were going to complete early and now they can't...#1 the contractor is starting later than the contract allowed, #2 they are taking longer than they showed on their schedule for the preliminary work #3 The Milestone Date from another contractor to be out of the way is a "no later than" so the contractor "might" get to that area sooner than their claim start date.  Do you have to pay for "on paper" or can you wait and see how it actually plays out?

Project Scope Documentation

Even though defining all the project attributes right from the start is essential, project managers sometimes fail to compile them all effectively, thereby leading to roadblocks later on. So, what should be the approach to create a comprehensive project scope document that can help avoid discrepancies?
