Help! Transmission Lines...

Greetings!

I wish to seek assistance for the below as my experience on this is 0%.

Objective is to prepare a master plan of a design and build program for the construction of a 275kV overhead transmission lines.

What are key activities to develop a level 3 schedule for this?

Mga Kabayan,

Is there a cost impact to a project schedule if construction consumables is wrongly estimated?

Would there be a standard formula/template for calculating construction consumables to achieve most realistic cost?
