Mr. Doughty was initially assigned to assist the SR 125 project with scheduling and subsequently assumed the Public Outreach / Noise Abatement / Soundwall role on the Toll road portion of this contract. The expressway is a unique design-build project consisting of two contracts that were executed under a franchise agreement between Caltrans and California Transportation Ventures. The 2.5 mile Gap/Connector, which was administered by Caltrans using federal and state funding, and completes the existing SR 54 freeway and connects to the new SR 125 Toll Road.

Master Planning/Scheduling

•     Used Primavera Project Manager and Microsoft Project to:

o     Track Cost

o     Develop manpower curves for production optimization

o     Implement Work Breakdown Structure ensuring no trade overlap

o     Manage resources and monitor equipment availability

o     Invoice the client based on Earned Value

o     Input daily engineering design submissions into master schedule ensuring construction scheduled had approved design drawings

•     Coordinated with contractors to generate 3 week look ahead schedules

Estimator

•     Performed estimating and quantity takeoffs for billions of dollars worth of various projects throughout the world

•     Used Microsoft® Project to coordinate multiple bid schedules and ensure timely bid submissions

o     Allocated manpower as necessary based on schedule constraints

o     Tracked cost associated with bid process

•     Managed teams of engineers to facilitate the bidding process

As Project Controls Cost Analyst at Washington Group International for Areva Imouraren Uranium Feasibility Study specific duties and job responsibilities include:

– Reconcile the current budget by task, by discipline with the estimated budget.

– Work with discipline leads, project engineer manager and project manager to create the logical links for the activities in the schedule.

– Setup the Engineering Progress Curves and Histograms for reporting.

– Setup the Earned Value Matrix for reporting.

– Report weekly the man-hours spent.

As Project Controls Cost Analyst at Washington Group International for Common Sulfur Project (CSP) at the job site Doha and Ras Laffan, Qatar, specific duties and job responsibilities include:

– Five (5) months field rotation with QatarGas Common Sulfur Project (QG CSP) in Qatar until June 2007.

– Lead responsibility for compiling QG CSP Monthly Internal Report and Office of the President Report to support I/P Business Unit review.

– Updates the progress curves and earned value performance trends for QG CSP. Validates progress reported in PTS (Project Tracking System).
