SUNCHANA'S PLANNING STANDARDS: THE RULES OF THE GAME (WORLD CUP EDITION)


World Cup

Just like the FIFA World Cup, major programmes only succeed when everyone plays by the same rules. No rogue goalposts, no mystery referees, no VAR running on a dusty spreadsheet. Programme planning standards are the rulebook — the shared playbook / game plan that keeps delivery disciplined, predictable and fair.

Here are the 10 rules of the game every project team should agree before kick‑off:

1) Ownership — Who’s the Referee?

Every programme needs a clear referee for the schedule. Who controls the P6 file? Who approves changes? Who signs off baselines? If everyone thinks they’re in charge, nobody is — and that’s how you end up in extra‑time chaos.

2) WBS — The Tournament Structure

Your WBS is the competition format. Every project should follow the same hierarchy — programme, project, phase, deliverable, work package — so teams aren’t playing different sports on the same pitch.

3) Activity Naming — Call the Plays Clearly

A schedule should read like match commentary, not scribbles on a napkin. Use clear action verbs (“develop”, “review”, “install”) and meaningful milestone names. Ambiguous labels are the project equivalent of a dodgy offside call.

4) Coding Dictionaries — Player Stats & Match Data

Coding is your match analytics. Consistent metadata (supplier, discipline, location, stage gate) lets planners slice the data instantly — no more VAR‑style replays to figure out what’s going on.

5) Milestone Libraries — Standard Fixtures

Don’t let every project invent its own fixtures list. A standard milestone library ensures leadership can compare progress across the whole tournament.

6) Version Control — The Official Scoreboard

One master schedule. One naming convention. One place it lives. If teams are asking “Which version are we using?”, you’ve already lost the match.

7) Baseline Governance — The Kick‑Off Whistle

A baseline is the official start of play — not something you move around mid‑match. Define who approves it, when it can change, and how variances are tracked.

8) RAID Integration — Spot the Red Cards Early

Risks, issues and dependencies must link directly to the schedule. If a regulatory approval or supplier delay can stop play, it needs to be on the pitch — not hidden in a separate spreadsheet.

9) Reporting Cadence — Matchday Rhythm

Set a predictable weekly rhythm: updates, checks, analysis, dashboards, review. When everyone knows the match timetable, trust in the data grows.

10) Quality Checks — VAR for Your Schedule

Before reporting, run your schedule through quality assurance: missing logic, bad constraints, negative float, invalid calendars, broken critical path. Think of it as VAR ensuring the schedule is match‑fit.

Just like football, the rules only work when everyone agrees to them before kick‑off. Planning standards aren’t bureaucracy — they’re how you build trust, reduce surprises, and keep the whole programme playing the same game.

Across global projects, planners agree on one thing: a schedule only works if the resources behind it can actually deliver it. As Brian Arinaitwe notes, many teams build beautifully linked P6 schedules, but performance collapses the moment crews, equipment, or workspace aren’t available when needed .

The conversation highlights a hard truth: resource optimisation is where real project controls begins

It’s not enough to ask whether the schedule is complete — the real question is whether the available resources can execute it .

Several seasoned practitioners weighed in:

  • P6 isn’t built for true optimisation. It can assign resources, but it was never designed to optimise them, making the task exceptionally challenging for planners working on complex programmes .
  • Specialised tools matter. Spider Project is highlighted as a solution that can optimise resources across large schedules “in just a few clicks,” doing what would take hours or be impossible in traditional tools .
  • Site reality beats software. Productivity depends on machinery, workspace, coordination, and weather — variables no scheduling tool can fully model .
  • Double‑counted crews remain a silent killer. Parallel workfronts often expose resource conflicts only when the foreman flags them on site — by then, teams are in damage‑control mode, not optimisation .
  • Equipment drives the critical path. Schedulers report that the biggest constraint isn’t people — it’s key equipment being unavailable at the exact moment the critical path needs it .
  • Contract frameworks reinforce the point. Under NEC4, resource sufficiency is a contractual requirement, and constraints should trigger Early Warnings before delays hit completion dates .

The thread closes with a reminder from multiple contributors: A schedule that ignores resource availability isn’t a plan — it’s a wish list.

A lively discussion in the community has resurfaced a familiar truth: most schedules fail not because of logic, but because the resources behind them were never real in the first place

As Raphael Düa bluntly puts it, “Your project schedule is a lie” when people, skills, and capacity aren’t anchored to the timeline .

Practitioners highlight that a schedule without resource logic is just a sequence of intentions

Activities may be beautifully linked, but unless the organisation has the skills, availability, productivity, and decision capacity to execute them, the baseline is fiction long before the project starts .

Several seasoned voices reinforce the point:

  • Capability beats availability. The shift from “Who is free?” to “Who is capable?” is where many schedules quietly collapse .
  • Critical resources drag the timeline. Onboarding specialist trades can take weeks or months — none of which appears in most schedules .
  • Baseline approval is often fantasy. Teams sign off schedules while resource commitments are still notional, and rarely revisit them once the real team is confirmed — locking in a fiction as the official plan .
  • Performance matters. Many planners struggle to translate work hours and realistic productivity rates into credible durations, despite established standards being available .

The consensus is clear: A schedule becomes credible only when resource feasibility is tested, validated, and owned. Without that, even the best logic is just optimism dressed up as planning.

On the surface, many change order claims look solid: drawings changed, access shifted, extra work was done. But as this article shows, most claims collapse the moment they’re tested. 

The problem isn’t the event — it’s the missing proof.

The author breaks down the real issue: a change alone doesn’t create entitlement. To stand up under scrutiny, a claim must clearly link the event to contractual relief, causation, responsibility, mitigation, and measurable impact. And that’s where most submissions fall short.

For planners and schedulers, the message is blunt: If the claim doesn’t show how the event actually drove delay or cost, it won’t survive. Vague descriptions, late notices, weak causation, and untraceable quantum are the silent killers behind most failed claims.

Like many of us, I scroll through LinkedIn looking for ideas that push our profession forward. One post that caught my eye came from John Hollmann, raising a challenge that feels tailor‑made for planners and risk analysts: Can AI truly perform risk‑driven Quantitative Risk Analysis (QRA)?

Imagine an application that doesn’t just crunch cost and schedule data, but actually identifies the underlying causes of risk — from resource constraints and decision delays to cultural behaviours and systemic drivers — across structured and unstructured datasets. It would correlate those patterns with real project outcomes, revealing how risk sources shape cost and schedule distributions. In short, it would think like a seasoned risk manager, but at machine speed.

John’s reflection is both visionary and grounded: while QRA has matured through decades of disciplined practice, AI represents the next generation’s opportunity — for those with the data, budgets, and curiosity to explore it. His challenge isn’t just technical; it’s philosophical. Are we ready to let algorithms learn from our project history and expose the systemic risks we’ve long suspected but never quantified?

For planners and schedulers, this is more than an academic question. It’s the future of predictive planning — where risk intelligence becomes proactive, not reactive. The baton is being passed to the next wave of innovators who will merge project controls with data science.

This Week in Project Controls: The Risk Puzzle Everyone’s Talking About

Every now and then, a LinkedIn post stops the scroll for project controls professionals — not because it’s flashy, but because it hits a nerve. This week, Alex Sidorenko dropped a deceptively simple question about three risks and their “total exposure,” and the comments exploded into a masterclass on how uncertainty really behaves.

From challenges to binary risk thinking  to reminders that real events have multiple possible outcomes, not just “occur / not occur”. In reality, uncertain events often have multiple possible outcomes, each with its own probability and impact., practitioners across the globe weighed in. Some argued expected loss, others total exposure, others VaR ranges — and one even suggested the true exposure is closer to $900K .

Why does this matter? Because it highlights the exact challenge our profession faces: risk is rarely linear, rarely independent, and never as simple as a single probability and impact. And as conversations like this show, the appetite for deeper, more intelligent risk analysis is growing fast.

This sets the perfect stage for our feature topic: AI for risk‑driven QRA — the next frontier where algorithms could finally help us uncover systemic drivers, correlate real outcomes, and move beyond the limitations of traditional risk registers.
