Our Client is one of the world's largest providers of Project Management Services to the Oil and Gas, Petrochemical, Industrial and Heavy Industry sectors.

They urgently require a number of mature, experienced Project Control Managers to support Project Directors, ensuring  major capital projects are completed and delivered on time, within budget, and to customer satisfaction.

Summary            

Experienced in the Oil and Gas, hydrocarbon, refinery, offshore, or infrastructure industries and has project control/business management experience on mega projects  for a range of oil, gas and petro-chemical projects in Saudi Arabia at the FEED and through the detailed design engineering phase, preferably on behalf of Aramco, Sabic or similar.

Background       

Minimum 20 years.

Coordinate with other Functional Managers to ensure correct implementation of project control/business procedures and requirements and has overall responsibility for project control/business activities.

Reviews and closely monitors project schedule and cost to ensure schedule and budget objectives are met. Must have thorough knowledge of project control/business practices, calculation methods/software, standards, procedures, and specifications. Responsible  for obtaining the necessary project control/business resources to plan and execute the work.

Primary Job Responsibilities                    

You will support Client Programme and Project Directors by leading and managing the following functions:

  • Cost Control, Planning, Risk and Issue Management, Document Control, Estimating, Coordination of Change Control Reporting
  • Manage the cost control elements of the project: requisitions/orders, receipt and invoicing, in line with the company Business System and project Procurement Plan.
  • Ensure that the project cost reporting  is current, accurate and reflects the overall cost of the project.
  • Ensure that trend recognition is in place and is used to support accurate and timely forecasting.
  • Ensure that detailed plans for the execution of the current deliverable, and outline plan for future phases of the project(s) are in place in accordance with procedures and work instructions; including the authorised WBS structure and the project team are fully supportive, informed, involved and dedicated to the objective.
  • Ensure that the project schedule is fit for purpose, and the critical and sub-critical paths are robust and optimised for project execution.
  • Ensure trend recognition is in place and is used to support accurate forecasting and  the project has an appropriate risk register and mitigation plan.
  • Liaise with the Risk Manager to facilitate monthly risk workshops, and that projects are closing out risks and introducing new risks where appropriate, supporting promotion of risk management on all appropriate elements of the project(s) and educate the project team that the outputs and implications are understood.
  • Create and provide appropriate project document control services on all projects, utilising  appropriate electronic document management systems.
  • Manage estimating function, and ensure the Project Controls team supports the estimating function, and ensure the project estimate is fit for purpose, conforms with the relevant benchmark data.
  • Responsible for ensuring that project conforms to the Change Control Processes.
  • Ensure the Project Controls business requirements are met, understood and embedded from both Contractor and Sub-Contractors and other stakeholders both pre and post contract award.
  • Ensure delivery of HSE performance in accordance with the SQESH policy and ESH management systems within all areas of responsibility.

Experience                        

Significant experience working within a similar position in a large project delivery environment. e.g. Capital New build projects, major Oil & Gas and/or Infrastructure Delivery Projects.

To clearly demonstrate understanding of contract requirements - NEC 3 suite of contracts

Expert systems knowledge of computerised project and document control and reporting systems, with emphasis on scheduling, cost monitoring, and earned value analysis using Primavera P6

Previous experience in programme/project controls for complex programmes or similar project portfolios

Previous experience of working in a Client Interface role with responsibilities requiring direct Contractor interface also, and a robust background in Project Controls/Services principles and methods, including:

  • Project Controls - estimating, cost & planning/scheduling, Change Management Systems / Procedures, Risk, opportunity and issue management, Supply Chain Management, Quality coordination.
  • Detailed understanding of project delivery process
  • Excellent interpersonal skills
  • Proficient in use of Project Control Systems
