Position Summary:

This position is a staff (permanent) position, based full time in Cairo, Egypt.

To provide a comprehensive project controls function for a project, including project planning , cost estimating,, progress measurement and reporting, budgeting and cost control, resource planning, risk management, document control , administration and meeting the general day to day requirements on the services function from JV, Partners , Idku Site and Cairo project office.

Successful candidate will expertise especially in planning and in the use of the latest planning tools. This is important as the position holder will also fulfil the planning function for the project. Position holder will also have a strong record of cost management, (including experience with Earned Value management) and quality project reporting. A Company Staff cost control and estimating resource is available in the team , PSM function will oversee the activity  of this position  to assure quality control and also to provide guidance and coaching . Position holder will work in  accordance with Company and JV Standards and Guidelines.

Key Accountabilities:

  • Manage the Project Services function to provide timely and effective project controls support to project(s).
  • Demonstrate visible leadership and commitment to excellent HSSE performance in support of the Project Manager’s accountabilities,
  • Take responsibility for fulfilling project planning activities using latest versions of proprietary planning tools such Primavera
  • From time to time respond to ad hoc requests to develop, and submit for approval planning schedules, cost estimates, resource for the project(s) including at key project stages.
  • Secure early familiarisation with requirements for BG and JV reporting requirements. Especially important is the need to acquire   mastery of using and updating information  the BG’s proprietary ProSpace reporting system.
  • Lead/ Support schedule and  cost and quantitative risk analyses, using probabilistic techniques and use this to support the estimation and management of contingencies
  • Lead, development, operation and maintenance of a project risk register to act as a live tool for identification, mitigation and monitoring of project risks.
  • Ensure the provision of suitable project controls tools to optimise compatibility both with BGA recommended systems and the contractors’ systems.
  • Prepare and maintain project cost, planning and document control strategies, plans and procedures; provide input to the project strategy and associated execution plans, ICT strategy and other project documentation.
  • Prepare and maintain the project work breakdown structure to reflect the BG standard WBS format.
  • Prepare project controls elements of bid specifications and review tender submissions prior to contract award.
  • Develop a Potential Change and Variation Order Proposal Register; account for Potential Changes in cost and schedule forecasts.
  • Maintain timely awareness on project cost and planning performance against budget and schedule, using earned value management techniques; analyse Potential Changes; recommend corrective actions.
  • Agree project arrangements for managing AFEs with Contracts Manager and Project Accountant, and implement accordingly
  • Review contractors’ cost and schedule reports and recommend corrective action where necessary.
  • Prepare regular and timely progress reports, rolling up contractors’ cost reports and schedules into an overall integrated cost report and overall project schedule, detailing progress against plans and budgets, for circulation to project and asset management, project partners and stakeholders.
  • Populate and update ProSpace data for the project monthly report, and submit other progress information as requested for management and shareholder reviews.
  • Co-ordinate the provision of support logistics for the project team.
  • Monitor and review the project controls element of contractor performance throughout the contract life-cycle; recommend corrective action where necessary
  • Contribute to the BG Advance central knowledge base to assist in the development of best practice project controls guidelines and procedures.

Knowledge/Experience/Skills Required:

  • Able to demonstrate the required level of commitment to HSSE, provide HSSE leadership to the Project Controls team and identify and recommend HSSE improvements within a project
  • Extensive experience in the development and structuring of Project Controls functions in a Project environment
  • Able to demonstrate experience in the application and integration of project management processes, systems, software applications and tools including Earned Value management
  • Previous experience in leading multi-disciplinary teams with proven ability to guide, mentor and inspire other team members
  • Proven capability to influence a wide variety of stakeholders with disparate agendas and motivations
  • Experience in identifying project critical success factors and risk management practices
  • Able to advise and steer business/commercial aspects, and has a full understanding of strategic considerations
  • Proven track record of successful project management on Mega, complex projects (greater than $1Billion)
  • Advanced accreditation from an internationally recognised professional development and certification organisation, e.g. Project Management Institute (PMI), Association for Project Management (APM), etc.
  • Educated to first degree level (or Bachelors degree), or equivalent experience
  • Must be driven and self-directed with the ability to take sparse direction from supervisors as well as vague, often contradictory information and create a sound plan of action
  • Strong communicator (both written and verbal) able to state key project goals and objectives and present them clearly to the Project Controls staff, project management team and stakeholders
  • Commercially and financially aware and able to show previous application of these skills to realise asset opportunities through better improved delivery approaches and tactics
  • Previous experience working effectively in a variety of cultures and manage inter-cultural sensitivities to an advantage
  • Fluent in English
