Crossrail
The Crossrail project aims to deliver 24 trains an hour through 23km of new subsurface railway infrastructure under central London, continuing outwards to the east and west over 76km of some of the most congested and complex rail infrastructure in the UK. The Crossrail project is jointly sponsored by the Department for Transport (DfT) and Transport for London (TfL) and is being developed via a joint-venture company Cross London Rail Links (CLRL). A significant amount of work is required to Network Rail’s surface network and the interfaces between Network Rail and CLRL, DfT & TfL are considerable. A project team has been formed within Network Rail to manage these going forward. In addition, the programme team responsible for the delivery of the Crossrail Surface works has the delivery of the Reading Station Area Redevelopment (RSAR) project in its portfolio. This is an £850m spend, delivered in 4 Key Output phases by 2016.
Job Purpose
To maintain effective programme and project controls within a national Programme, implementing appropriate processes and allocating planning and control resources within the programme organisation.
Key Accountabilities
- Provide an effective programme controls service support to the Programme Director organisation, meeting all day-day delivery requirements.
- Lead and manage the Programme Controls organisation for the national Asset/Major Project Programme.
- Implement project control processes and systems within the Programme in accordance with the requirements of the Guide to Railway Investment Projects (GRIP) and in line with national programme controls governance framework.
- Monitor, challenge and report against programme plans and performance objectives, highlighting variance from plan, risks and corrective actions.
- Determine programme control resourcing requirements and maintain efficient allocation of resources within the Programme.
- Monitor and update plans so that they integrate into overall investment objectives.
- Comply with the Project Management Framework.
- Provide a focus for all programme controls governance activities within the Asset/Major Project to enable optimal use of project management, risk management and project controls tools & processes to deliver successful projects.
