Elite Recruitment Group are looking on behalf of their client for a Chief Programme Officer (executive role) to manage the Programme function for the implementation of the extensive rail netwok programme currently taking place in Qatar (Rail, LRT, Metro, People movers, etc).
Strategic Duties and Responsibilities:
- Develop Annual Business Plans & program schedules related to the Railways project.
- Develop and Approve Policies and Procedures related to the Railways projects and the relevant laws of the country of investment.
- Assist the top management of Railways network in making right strategic decisions related to the Railways network project.
Operational Duties and Responsibilities:
- Manage and supervise the projects technically and contractually in line with the overall business objectives of Railways
- Oversee and direct the activities of the Project Directors.
- Approve Project Implement Plans, Project delivery strategies, Safety plan, establish work briefs and budgets.
- Direct technical performance on the projects, carry out regular reviews of adherence to the quality plan, safety plan and take corrective action as required.
- Act as chief customer relationship manager for the Construction Team.
- Work with Business development teams to further develop the services.
- Expedite project operations by dealing directly with the individuals and organisations involved.
- Ensure that railways projects are completed as per the agreed time lines.
Financial Responsibilities:
- Oversee the financial performance of railways projects achieves of planned revenue and profits.
- Ensure cost effective approach to all project related activities.
- Perform ongoing Value engineering from Design Development to Project Completion.
- Approve all Contract documents with Consultants and Contractors, in order to comply with the clauses and requirements of these.
- Review and approve all Tender documents and Bills of invoices.
- Approve Payment certificates and Invoices of Consultants and Contractors.
Supervisory Responsibilities:
- Guide the Project managers in carrying out their functions to achieve successful outcomes.
- Provide technical leadership on the Projects, with respect to strategic approach, robustness of solutions, risk management, and safety review.
- Provide leadership, guidance coaching, and feedback on Project Performance to Management.
- Issue necessary letters to Consultants and Contractors, working on the project.
- Reply to letters received from all parties, in accordance with Contract documents.
- Advise and direct the Management on the correct course of action, on contractual and technical matters.
- Approve internal recruitment for project teams.
- Interview all potential Consultants and Contractors, short listed to form part of a project team.
- Attend Management Committee meetings.
