At the project level, select the Calculations tab and untick the Link Budget and At Completion for not started activities.
Doing this allowed me to have a remaining cost with a zero budget and also allowed a remaining duration to be different from original duration for non started activities.

Unfortunately not. On a similar note, if you reduce the remaining duration of an activity that hasnt started, P3e automatically reduces the Original Duration. This isnt always the desired effect.

Something to try - in the resource assignment detail of the activity, insert a Cost Units Linked field and untick the box.
