Activity ID system shall be simple as its main purpose is for sorting the activities.
Activity ID shall not be used as a substitute for filters applied to the Gantt Chart as well as a substitute to filters applied to the selection boxes. For this use of activity codes is more appropriate than the use of activity ID. Activity codes shall be used to group and sort your activities at the upper levels and at the lowest level sort by activity ID.
Can you imagine looking within thousands of activities on an activity selection box when looking for activities to be designated as successor of any activity, insane. Filtering of activities by activity code for your Gantt and Tables is common but it shines when looking at selection boxes, do not try to substitute it with cumbersome activity ID codes, keep it simple.
