Both operations involve delaying activity starts in order to better manage resources. Resource leveling delays any activity that would cause a resource requirement in excess of a stated maximum for any given time period. P6 can perform this function.
Resource smoothing does not concern itself with resource availability so much as it does the change in resourcing. It attempts to delay activity starts so as to reduce or eliminate sudden resource build-ups or build-downs. It attempts to assign a level resource requirement over time. P6 does not have a function for resource smoothing. P3 did have smoothing settings but this was not real resource smoothing either.
