You can use Task Dependent for both running parallel and a successor of Shutdown activities.
Ex:
Scaffolding erection -> FS -> Shutdown
Insulation removal -> FS -> Shutdown
If the Insulation crews required scaffold to remove insulation then -> Scaffolding erection-> FS ->Insulation Removal-> FS->Shutdown
If Insulation crews can start from the area where scaffolding are finished and continue to erect scaffold on other area where insulator crew is not required then -> Scaffolding erection -> SS + say 5 days lag Insulation removal-> FS -> Shutdown, Scaffolding erection -> FS -> Shutdown
