If you looked at the previous project, you find it is cost loaded. It may using only dummy cost to weight the activities. Below is link for some example on how to cost load you activities.

you are correct that the project is not cost loaded.
but how can we get the schedule % complete without the cost load.for the previous project the % is showing correctly in the summary bar.
for this project only there is a problem.
is there any ting to do for the resource allocation or some settings has changed...

The reason is because you program is not cost loaded. P6 calculates % Complete using budget cost.
I dont have a good explanation, but yould better check the technique for computing performance % complete @ WBS window for your baseline schedule. I think the problem is there..if there is a problem
