I agree with you and as I mention on my previous post, It’s depends how it was setup which includes the level of authority set to the Planner and PM which can be adjust anytime with a proper approval of the higher management if really require. This quite useful in some area but you are correct, there some advantages and disadvantage by limiting the authority and security of a user.

And also cost and material consumption if many portfolios have common financing and supplies, and other portfolios priorities too, and of course dependencies between activities of different portfolios.
So recalculating one portfolio the planner will create new schedules for all enterprise projects from some remote point.
If he has no authority to move activities of other projects then the portfolio levelling does not make sense (example: critical activity may be delayed because some non-critical activity of other portfolio with low priority uses necessary resources).

Yes you are correct and also an option to reconsider all resource use by other profolio for leveling in some cases if required.

So the planner can open the portfolio through Web, enter new data (or add new projects to the portfolio) and recalculate the whole portfolio schedule (and thus the schedules of all projects included in the portfolio) taking into account resource, cost and supply constraints.
Is it correct now (if all portfolio projects belong to the same database)? Did you work this way with the enterprise portfolio?

Sorry I misguided you on the interpretation. What I mean is the online facility of Project Portfolio Management. Using Web Access PM can manage their own Portfolio w/o the presence of other Enterprise/ Projects. In P6 standalone it can also be done but P6 can handle it already without the use of Portfolio as a single user.
In regards to import/export of xer, yes it is not hard but we are talking about online capability of Project Portfolio Management which is present on single database.
Very good. Many portfolio management software packages just provide cumulative reports and do not help much to make decisions based on the portfolio constraints.
Did I understand you correctly that portfolio resource, cost, and material levelling can be done only through Web? Looks rsther strange.
I think that it is not hard to move the project from one database to another using xer export/import.

Yes P6 calculate portfolio schedule leveling resources across the portfolio projects depends on the enterprise setting or how it was setup. If Project in portfolio are sitting on different enterprise but sit on the same portfolio the PM managing the portfolio still have those functions.
Note: As long as the Enterprise and Projects are sitting on one database then all those functions are valid.

You are correct, that function is available in P6 Web Access and not on a standalone version because PM (P6) handle all of that already.

They use the Project Management module and the Portfolio Management section of P6 Web Access to analyze schedule, resource, and cost data across projects.

=>Funding and go/no-go decisions about projects
=>Strategic planning over the future of the business or division.

I always thought that portfolio management is not only filtering and organizing but also scheduling, leveling, budgeting the whole portfolio taking into account project dependencies, requirements and priorities.

Project Portfolio Management is one way to organize/ filter Project to limit the amount of Project shown on Project Windows. It is very useful especially if an organization has a multi projects running on a database. User can separate each Project by industry type or by OBS or any specific use to limit the Project shown on the Project Window. It is more useful in P6 Web Access which can be assigned to each responsible planner/ Project Manager to view only their Project Portfolio.
To create portfolio select Enterprise-> Project Portfolio then click Add and assign to user and assign a Projects to Portfolio.
To open a portfolio, select File-> Select Project Portfolio.
Another way of selecting a Portfolio before Primavera open all project is to tick “Show Welcome dialog box at start up” under Edit-> Users Preferences-> Application tab-> Start up windows.
