Resource orientated schedule

It depends on your contractual obligation against the contract. Normally it is used on what if analysis, trying to catch up delays, leveling of resource and many others but it’s very rear that the client will obligate the contractor to submit resource oriented schedule unless otherwise it was specified on the PAA or Contract.

I think likewise, however in a leagal environment or for submission of resource to client, are there any regulation that it must be done in a resource constraint manner ?

Logically, it is not a normal practice but it was the most popular and basic practice that currently happening or what ever suit to project requirement and planners capability.

Resource oriented schedule is more reliable and efficient way of tracking a project especially for the used of EVM. It can trigger the lack of resource, over budget, pushed the schedule, what if analysis and many others. If you asked if that is the STANDARD PRACTICE then many including me will say no.
