From the Oracle Knowledgebase:
Cause
DBXDrivers.ini contains incorrect information for MSSQL server.
Solution
Windows Vista only:
Go to the Start menu and click on All Programs. Navigate to the Primavera folder and right click on Project Management and choose Properties
Click on the Compatibility tab and check "Run this program as an administrator"
Click Apply and then OK and open Project Management normally.
Locate the DBXDrivers.ini file in the C:\Program Files\Common Files\Borland Shared\DBExpress folder.
Should read:
[SQLServer]
GetDriverFunc=getSQLDriverSQLServer
LibraryName=dbexpsda.dll
VendorLib=sqloledb.dll
BlobSize=-1
HostName=
DataBase=
User_Name=
Password=
If you have a valid license, you can access this by setting up an account. There is a lot of great information on the knowledgebase.
