I believe, u meant to say, u hav two baselines and both with actual dates in.
Even, in that case, this shud work OR otherwise u can have another workaround without changing the settings in earned value in admin preferences.
Use this global change
AS NE ..... (Blank), then PS EQ AS
AF NE ..... (Blank), then PF EQ AF
Apply these global changes and u can save it as a new baseline and work in a normal way.
Make copies before making global change.

I believe ur actual dates are NOT roped in.
Go to Admin preferences and then click on Earned Value Tab.
At the bottom, select the Budgeted Values with Current dates rather than Planned Dates.
