1. Do you remember to move you data date
2. Have you fixed the baseline b4 you add your actuals
3. Have you change (ie add) budgeted unit when you added actuals (its a setting @ project level)

schedule % complete is based on duration, i.e. days, hours, etc. the accuracy of which depends on how you update your schedule, that means that you have to be consistent, if you use days, then you have to count the actual number of days for each and every activity, or you can make the calculations manually
