say....
a subcontractor is employed to be in attentance with specialist equipment whilst the main contractor performs certain operations. Therefore, as the main contractors programme changes, as does the subcontractors, and the requirements for the levels in specialist equipment varies accordingly (i.e. their resource histogram changes).
If one does not agree with the number resources the subcontractor says he requires (which would give rise to compensation a event), and believes the works could be undertaken with less reources...
A) Does this constitute a programme being 'unrealistic' and therefore Not Acceptable (rejected)
B) Is their an obligation for the subcontarctor to propose mitigation of resource levels (i.e. if practicable, propose that certain resources be shared to cover multiple simultaneous operations by the Main contractor - which is what they will almost ceratinly do when the time comes)
In summary, I believe the subby is inflating his resource profiles in an attempt to inflate the monetry gain of a CE.
