Quality plan of a project differs from one industry to other. Other factor that affects is type of project. It looks you are involved in Civil Construction Industry involving with Building and Heavy Constructions.
First, Quality plan of a project requires a complete comprehension of processes involved in that specific project. Second, it requires the agreement on quality objectives that the project team or Organisation is targetting to , both in short term and in long term. Generally, you can get this data from the lessons learnt or mistakes or quality issues that have occurred in the previous projects and how are they were addressed and they are being planned to avoid/address in the current project.
That would be a better starting point.
