First you need to define your "unit of measure" If you are talking about the whole project, you can either use manhours (time) or cost (Money). You can resource load your programme either using excel or P3 or any other planning tools and then produce a weekly or monthly output (tabular report) depending on the projects requirement.
In P3 you can define what type of curve is suitable to meet your so called 60% curve (linear,front load, back load, bell curve, etc.) or you can manually calculate and adjust the the output to meet your requirement.

Visit www.microplanning.co.uk and download a copy of Micro Planner X-Pert and develop your plan in a proper planning and scheduling tool and not in Excel
