Hi Adedeji,
Dieter has explained the procurement management processes.
In procurement planning (before solicit bids commences),
1) You need to have a thorough background of project documents (ie., specs, drwgs, boq, budget, program, bid stage docs, etc).
2) Identify resource requirements, risks, cost/schedule baseline, delay factors, historical records on hand, etc.
3) Carry out make or buy analysis and study contract type to agree.
4) At this point, youve got conclusions for item 3, should come up now with a material submittal and procurement schedule. This will be your baseline schedule and actual dates should be log in here (or in P3). Remember, that you dont own this schedule, so pass it to concerned parties for info/review/comments.
5) Using item 4, you can start now your solicitation process till project closure.
Above all, the best practice(s) in procurement is honesty, when $$$$ starts to evolve.

just consider, what to do in purchasing. The basic steps are as follows:
Requisition
-> Inquiry
-> Evaluation of offers
-> (Approval by customer/anagement)
-> Order
-> (Drawings maybe with approvals)
-> Expediting
-> Transport
-> (Customs clearance)
-> Arrival
-> Examination
In addition youll have payment milestones to supplier and from customer. This might be different between branches and the importance or price of a product.
