Hi Eduardo,
Clause 14 programme refers to FIDIC clause 14. If the contract is as per FIDIC then the submission of programme, planning, schedule will be as per clause 14.
During the martial law years, a lot of foriegn funded project use FIDIC as form of contract between the Philippine Government and contractors, local or international.
As years pass by, the wise guys in DPWH, tweeked PD 1594, created the blue book (FIDIC is the red book), called the book of government construction in our native land. So everything change, that is why although your are working in roads and infrastruture, you are still innocent on FIDIC.
YOur previous generation were very well verse in FIDIC.
Cheers,
Joseph

Clause 14.1
According to FIDIC (Fourth edition 1987)The Contractor should, submit programme of works to be executed within the time stated in Part II of the Conditions (after the date of the Letter of Acceptance)to the engineer for his consent.
it also mentions that the Contractor shall provide in writing, a general description of the arrangements and methods which the Contractor proposes to adopt for the execution of the Works.
Regards
Eduardo
This is a condition clause in the contract which requires a contractor to provide his client the necessary construction/contract schedule or program.
