is there any to aply the filter schedule % complete > Actual % complete

the BIG problem with % complete is that there are four of them to worry about - Time, Cost, Resources or Earned value..... so first you would have to define what sort of % complete you are comparing.  Once you have determined that, it transpires there are better metrics for "ahead or behind" cost, "ahead or behind" quantity "Ahead or behind" time and "Ahead or behind"  earned value.

Why this simple concept is not there? is they have any reason not to put this day to day requirement.

Strictly speaking, no.

But Schedule Performance index  (cost) or Scedule Performance Labour units  (eaned value/planned value) is what you want as long as the plan is resourced.
