I am using Primavera P6 v 8.2. I tried to import the costs from spreadheet file after editing the values (converting the format to text), but all values are not imported correctly. There are around 1250 activities which should be updated after importing and only 25 of them are updated.
Could you please advise how to fix it.

first make sure that you have the proper fileds during the export process. So you will export the resource and resource assignment. Make sure that you have the budgted cost column selected, resource id and resource type selected during the export.
Export to excel then make your changes to the budgeted costs column and save the excel file.
Please check these 2 setting in p6. In the resource directory under detials make sure that calculate cost from units is NOT checked. If it is checked uncheck it and then run a global change to change this setting to no.
Also in the projects directory select view show on bottom project detail and under the Resources tab lower right under Resource Assignments make sure that resources can be assigned to the same activity more than once is NOT checked or you wil doubel dip your resource.
Now import the excel file and only import the resource assigment when the options appear
