In this case it does not matter if overloaded resources are labor or non-labor.
So an advice to level only labor resources is not correct.
If the non-labor item has been setup with a Maximum Units/Time setting that accurately reflects the pool of availability, then non-labor can be leveled along with labor resource types on an activity. In your example, as long as there is one full time car and one full time driver (or whatever the pool is), then both can be leveled on the same activity. The article is focused on a situation where the pool for a non-labor item has an excessive overload on a single activity. This can never be resolved with the leveler because no matter where you move that activity, it will still be overloaded: in which case you would have to exclude the overloaded resource from leveling.

please clarify the concept of non-labor resource in P6?
Imagine that an activity needs the car and the driver. Is the car non-labor and the driver labor resource?
If yes then both resource types shall be leveled. It is usual when the project has limited quantities of both machines and people.
In this article it is recommended to level only labor resources. It means that non-labor resource overloads will not be fixed and the schedule will not become feasible.
