I couldn't able to edit Budgeted units or Remaining units in Resource assignments window. However same can be done in Resource usage spreadsheet. Why? How to overcome this?
I logged in with full rights (both admin superuser & project superuser). I used only "Fixed Duration & units" as duration type.

Usually with fixed duration & units also it is possible to manually edit the budgeted units in Resource assignments window. (this is future period bucket planning as I understood)
and there is no duration type like fixed duration in Primavera
Perhaps if you change it to just fixed duration, then you may be able to edit the units?
You can then change back to fixed duration and units once you have edited the units.
Probably a good idea to tell us what software you are using....
