User import permissions

I am trying to allow a user within Primavera to be able to import schedules.  I have his global permissions set to allow "import project managment xer, mpp, mpx and p3" and I have his project permissions set to be able to "create project within EPS".  I also have him assigned as the responsible manager of an EPS, but when he goes to import a schedule and gets to the step to select an EPS to import to, the pop up window with the EPS structure to select from is blank.  Does anyone know what I'm doing wrong?

Thanks, Larry.  This is for a desktop client.  I think I've found one of the problems.  There seems to be a glitch.  I have it all working correctly for one of my other users, so I tried to go back to this user and change the parent EPS to be managed by me and the child EPS to be managed by said user.  When change the parent EPS to another manager and then try to change the child EPS back to said user (or any other user) it throws an event message that says "An application even has been intercepted.  Please note the event code for reference.  Event code  PRMDB-3339-3".  Then I have to change the parent EPS back to that user or I can't do anything else in the system without getting that event message.  When I look at the details of the message it says it has something to do with the WBS.  Any ideas?

Is this for the web or desktop client? Also, when you say you made him responsible manager of an EPS, you don't really make user profiles responsible for an EPS. So make sure his profile has an OBS assigned to him (OBS are repsonsible for EPS access).
