Thanks, thought about it on way home and realized attaching dialog box to a task that has slipped (by way of jistorical record and visual reminder (until the slipped task is finished) was the way to go.

MSP (any version up to 2010) lets you attach an object (text box or graphical object) either to a task or a date; by "task", it means the schedule bar, not he baseline
It is not possible to attach any object to a baseline bar; since the baseline bar is not supposed to move, I would attach my text box to a specific date, say the baseline start
