You need to have a licence of MS-P installed where you are importing to P6. If you dont, the other options will be greyed out and you will only have MPX.
If you are using P6 Version 6.2, there is an MS-P drop-down menu and the options are different. For import, without MS=P installed the options will be XML and MPX. If MS-P is installed, MPP will also be in the list.

You can have MSP installed on your computer and no access to import MPP to P6 if you have a restricted access rights.

are you sure? on my Primavera PM6, I can read: Microsoft Project (MPP, MPX, MPD, ...)

and look for MppToMpx.exe
However, before running this you need to install MS Project in your computer.
