Sorry for answering so late, as I was traveling.

1. Is your ’standard’ calendar setup in the Global Enterprise? MS Project Server first looks at the Global Enterprise setup and data and pastes these data to the individual projects that you create when connected to Project Server; by default, anything being setup in a individual project schedule will be replaced by the same data coming from Global Enterprise,

2. Is your project manager or any kind of user allowed to display individual project schedules in Project Web Access?

Project Center and Individual Projects are 2 different kinds of screens in PWA and each one requires specific access rights for the user to use them.
